A New Management System by the Bangkok Metropolitan Administration

The Bangkok Metropolitan Administration is introducing a new management system to ensure that owned dogs and cats are properly managed and that people and animals can coexist more safely in urban areas. The objectives of the system include identifying owners, preventing abandonment, confirming ownership when pets go missing, reducing stray populations, controlling infectious diseases such as rabies, and preventing community-related issues. Microchipping and registration, which were previously handled on a voluntary basis in some cases, are now being positioned as formal management requirements under local regulations in Bangkok. The purpose is not simply to "implant a chip," but to properly link the owner's information with the pet and promote responsible pet ownership.

The Basic 2-Step Process for Compliance

Step 1: Implant a Microchip

First, your dog or cat must be implanted with a microchip. According to Bangkok's official guidance, this can be done through BMA veterinary service centers, mobile service units, and in some cases private animal hospitals. If your pet already has a microchip implanted overseas, it may still be eligible for registration as long as the chip can be read properly.

Step 2: Complete Registration with Bangkok

After microchipping, the registration process must be completed. Registration is not limited to district offices (สำนักงานเขต); BMA veterinary service offices and the online registration system are also available. In other words, simply implanting a microchip does not complete compliance — registration must also be completed.

Scheduled Enforcement: January 10, 2027

The regulation was originally planned to begin in January 2026, but following approval by the Bangkok Metropolitan Council, the implementation date was postponed by one year. It is now scheduled for full enforcement on January 10, 2027. The current period is considered a preparation phase, during which public awareness campaigns and free services are being expanded.

Coverage Area

The regulation applies to all 50 districts of Bangkok. In addition to fixed service centers, mobile services are also being used to support registration and microchipping across the city.

Applicable Animals

Although the broader ordinance covers more than just dogs and cats, the practical focus of the microchipping and registration system is currently on owned dogs and cats kept within Bangkok.
