Bangkok's Mandatory Pet Registration Delayed to January 2027 — What You Need to Know

BMA postponed mandatory pet microchipping to Jan 10, 2027. Rules include space-based pet limits and fines up to 25,000 baht. Owners should prepare now for these new registration requirements.

Bangkok's Mandatory Pet Registration Pushed Back to January 10, 2027

The Bangkok Metropolitan Administration (BMA) has decided to delay its new ordinance on "the keeping and management of free-roaming animals," which was originally set to take effect in January 2026, by one year to January 10, 2027.

The delay was proposed by Governor Chadchart, who determined that more time was needed to improve how the system operates, raise public awareness, and expand the free mobile microchipping service.

Why Was the Rollout Delayed?

  • There were several major practical challenges that contributed to the delay.
  • Far more pets than expected: Authorities initially estimated around 50,000 dogs and cats would be affected, but the actual number turned out to be in the hundreds of thousands — leaving preparation time far too short.
  • Landlord consent requirement: The rule requiring renters to obtain written consent from their landlord proved to be a major hurdle in practice, and is currently being reviewed.
  • Not enough registration points: Registration locations were too limited, so the BMA plans to ramp up free mobile registration units over the coming year.

The 3 Key Rules Under the New Ordinance

Even with the delay, the core rules haven't changed. Here's what pet owners in Bangkok need to be aware of.

1. Microchipping and Registration

All dogs and cats aged 120 days or older must be implanted with a 15-digit microchip compliant with international standards (ISO 11784/11785) and registered in the system.

2. Pet Limits Based on Living Space

The maximum number of pets you can keep will depend on the size and type of your home. ·Condos and similar units between 20–80 sqm: Maximum 1 pet ·Residences 80 sqm and above: Maximum 2 pets ·Standalone houses with a yard (depending on plot size): Maximum 3–6 or more pets ※ If you currently own more pets than the limit allows, special grace period provisions and registration options are being considered to prevent abandonment.

3. Rules When Outside and Penalties

Leashes will be mandatory when outside, and muzzles will be required for certain breeds such as pit bulls. Violations can result in fines of up to 25,000 baht, so it's worth taking seriously.

What You Can Do to Prepare Right Now

To get ready before full enforcement kicks in in 2027, here are some steps we recommend taking now.

  • Check the online registration system: Get familiar with the BMA's dedicated portal (petregis.bangkok.go.th) and, if you're Thai, set up the ThaID identity verification app.
  • Take advantage of free mobile clinics: The BMA's mobile clinic units may offer free microchipping and rabies vaccinations — keep an eye out for events near you.
  • Verify your existing microchip: If your pet was already chipped in Japan or another country, check with your vet to confirm whether that chip ID can be read by Bangkok's system.

Bangkok is moving toward stronger individual animal tracking through microchipping, with the goal of reducing stray animals and eventually eliminating rabies. Stay on top of the latest updates and give yourself plenty of time to get everything sorted.
